Pyongyang, December 30 (KCNA) -- A new model base of advanced offshore farming has been successfully built in the Phungo-dong area in the city of Sinpho, South Hamgyong Province, under the new regional development policy of the Workers' Party of Korea.

At a historic consultative meeting on regional economic development in July, the respected General Secretary Kim Jong Un set forth a revolutionary policy on decisively boosting the regional economy by actively exploiting and utilizing the economic resources and potentialities of each region in keeping with its actual conditions. And he made sure that a model of offshore farming was created under the direct guidance of the Party Central Committee and energetically led the whole course of the project through his ceaseless undying journey.

Soldier-builders involved in the construction of the Sinpho City Offshore Farm brought about a brilliant change in the east coastal area within only a few months, true to the order of the Party Central Committee. During the period, officials, technicians and employees of the farm have provided a firm sci-tech guarantee for increased production.

The inauguration of the Sinpho City Offshore Farm, a gift of love presented by the WPK to the people of Sinpho City, is a brilliant fruition of the outstanding ideas and leadership of Kim Jong Un who decided the great century-old work of regional rejuvenation for a simultaneous and balanced development of the whole country and is stubbornly carrying it out. It is also a proud epitome of the Korean-style creative struggle showing the future changes in all the coastal cities and counties.

All the participants broke into enthusiastic cheers, looking up with great emotion to Kim Jong Un , who made tireless efforts to make the December 2024 Plenary Meeting of the Party Central Committee an occasion of fresh advance and development vigorously guiding the comprehensive rejuvenation of Korean-style socialist construction and is continuing his journey of devotion for the people's wellbeing without a moment's rest.

Present at the ceremony were members of the Presidium of the Political Bureau of the WPK Central Committee and other members of the Party central leadership body, members of the non-permanent committees for promoting the Regional Development 20×10 Policy at all levels, officials and working people in the city, soldier-builders and employees of the farm.

Noting that he greeted the emotional moment declaring the inauguration of the Sinpho City Offshore Farm, built as a peculiar creation for regional transformation in the area which had been only a white beach with pine trees five months ago, he said that this is a start of the important undertaking whereby to ensure steady progress in socialist construction, aspiring after simultaneous and multiple development on a nationwide scale.

He said that in order to secure a substantial guarantee for the regional-industry revolution which the Party is stepping up with all efforts, it is necessary to lay a foundation for sure and sustained development and application, adding that the cities and counties where the areas of arable land are limited in comparison with a large number of population like Sinpho City should correctly find out the advantages in the natural resources and economic and geographical features of the region and shift for themselves and develop in reliance on them.

The most precious income we have gained through the inauguration of the Sinpho City Offshore Farm is that the Sinpho people came to have a vital stake in the offshore farming which will renew the structure of our fishing industry and grasped the best method by dint of science, he said, stressing it is important to fully realize by practice that the key to self-reliance and self-sustenance is on them, rather than talking about it in words.

He noted with high appreciation that the farm's technicians and employees and the officers and men of the Korean People's Army involved in the construction project clearly proved the truthfulness and validity of the Party policy with their firm faith in it and with their extraordinary determination and indomitable efforts and the relevant sector of the KPA played a big role in laying a material and technical foundation of the farm by building and donating a new-type aquaculture mother ship.

Saying that it is a great pleasure for him to find a job for the people's wellbeing, but he feels more proud and worthwhile in seeing the unanimous sincerity of responding to the decision and proving the validity of the Party's policies with sincere and stubborn efforts, he extended thanks on behalf of the Party Central Committee and the government to all the soldier-builders, Party members and working people in South Hamgyong Province including Sinpho City and officials of the relevant sector who made contribution to the implementation of the Party decisions and the development of the country by creating such a valuable treasure for the country and people.

We have tasks to do more vast than the undertakings done, he said, calling on the officials, technicians and employees of the Sinpho City Offshore Farm to revitalize the aquaculture by making active use of good experience gained in the first year's sea farming, continue to play a vanguard role in reforming the structure of the fishing industry on this basis and carry on the business management methodologically so as to powerfully guarantee the development of regional economy.

He said that our country with a long coastline has a number of coastal cities and our sea is clean and its ecological conditions are very good, so it is necessary to conduct marine fish farming and aquaculture on a large scale in coastal areas by utilizing these favorable conditions. The creation of new experience in large-scale aquaculture in Sinpho, which had been famous as a fishing city, gives confidence that it is possible to restore and develop the fishing industry of the country with the aquaculture as the main domain in the future, he added.

Recalling that the recent plenary meeting of the Party Central Committee earnestly discussed and decided to build another offshore farm as a model in other area on the basis of the experience gained in the construction of the Sinpho City Offshore Farm, he stressed that the offshore farms to be built in the future should be more advanced than the offshore farm in Sinpho City and they should be fully suited to the regional characteristics and be those effectively and prospectively guaranteeing the development of the regional economy.

He said that not only coastal areas but also other cities and counties should make good preparations for securing the independence and driving force of the regional economic development by developing and utilizing the natural resources and favorable economic conditions in their regions.

Saying that our ideal, courage, strenuous efforts and creation will certainly bring to us more proud wealth, he sincerely hoped that Sinpho City would thrive and become a "rich city" literally in the era of regional change and prosperity and thus bring pleasure and happiness to the people in this region.

He went round the Sinpho City Offshore Farm, together with members of the Party central leadership body and other participants.

Going round various places of the farm, including the scallop processing shop, ultra freezing room, general control room and sample room, he learned in detail about the management and operation of the farm and its course of processing seafood.

Saying that the interior and exterior of the production building have been built well in a high quality and profitable way and the soldier-builders have been very much painstaking and every monumental edifice representing the era is associated with the patriotic devotion and creative wisdom and talents of the Korean People's Army always remaining faithful to the orders and instructions of the Party, he stressed the need for the soldier-builders to fulfill their mission and duty as pioneers of civilization and creators of the people's happiness in the van of the struggle to accelerate the historic cause of regional rejuvenation.

Watching various products made with kelp, scallops, sea cucumbers, sea urchins and other things, he said that since the Party has built a good offshore farm with much effort, Sinpho City should revitalize the operation of the farm and raise its profitability and effectiveness to the maximum so that the results can be translated into a rapid upsurge and development of the regional economy and the civilized life of the regional people.

Noting that another new domain of the regional economic development was opened up through the completion of the modern offshore farm with a firm prospect, he said that the eye-opening change in the area of Sinpho is a clear demonstration of the validity and vitality of the Korean-style view on development and Korean-style fighting method which paves a wide avenue for prosperity by regarding self-reliance as the lifeline.

Going round the farming ships and diving boats lined up, he said with pleasure that the Sinpho City Offshore Farm really looks wonderful and he seems to feel cheerful and fresh strength, thinking that those boats enter the pier full of happiness of the citizens in Sinpho.

Noting that to steadily expand successes on the basis of the precious experience gained in the construction of the Sinpho City Offshore Farm is of important significance in dynamically accomplishing the historic cause of regional development with the Party’s greatest efforts unprecedented in history, he gave precious instructions for putting all cities and counties on a firm basis for developing the regional economy by making good use of the sea in the coastal areas and mountains in the mountainous areas and by revitalizing tourism in the places where tourist resources are available.

Going round the room for education in the revolutionary history, room dedicated to the history of the farm and other places of the farm, the participants recollected with deep emotion the immortal exploits of Kim Jong Un , started with the crucial decision to realize the centuries-old desire of the regional people and made with important events for its realization.
