One day in June 1960, President Kim Il Sung visited Onchon County in South Phyongan Province (at that time) of the DPRK.
He told officials that he would inspect tideland that day.
The President got out of his car on a rough road and climbed an embankment bounding the tideland.
Looking at the tideland for a long time, he said to officials with satisfaction that if the tideland was reclaimed, the grain production would be increased.
Then, he suggested going ahead into the muddy field.
He told the hesitating officials that if there was no way, they should open up the road for the people, and took the first step.
Whenever he stepped forward, his shoes were caught in the mud and his clothes were dirty by splashing muddy water, but he continued to walk ahead of others.
When he arrived at the middle of the tideland, he looked round and said it would be very good to reclaim the tideland and its prospect was very good.
He also selected a site where a new sea dyke would be built and gave instructions on the construction of other structures. He even personally chose a site for building a new residential quarter in the future. He called for reclaiming the tideland on a large scale and building farms with modern machines.
Under the guidance of the President who took his first step to unfold the blueprint for tideland reclamation, paddy fields covering thousands of hectares came into being and a new farm village appeared. -0-
