Pyongyang, June 2 (KCNA) -- The respected Comrade Kim Jong Un , General Secretary of the Workers' Party of Korea, paid a congratulatory visit to the Central Cadres Training School of the Workers' Party of Korea greeting its 80th founding anniversary on June 1, and made a meaningful speech before its teaching staff and students and the education workers and students from provincial Party schools across the country.

Today the Central Cadres Training School of the Workers' Party of Korea marks its 80th founding anniversary.
I warmly congratulate all its teaching staff and students on this very significant day.
Also present here are the education workers from provincial Party schools, and I extend warm greetings, through you, to the teaching staff and students of Party schools at all levels throughout the country.
I also pay tribute to the educators and meritorious persons of the preceding generations who made a distinguished contribution to the training of Party cadres as they faithfully worked at Party schools until the twilight years of their life.
Today I am really filled with deep emotion as we are to mark in splendour the 80th founding anniversary on this campus truthfully reminiscent of the high dignity and sacred course of our Party.
Celebrating the occasion, when the glorious history of the school is connected with its rosier future, can be called a demonstration of our faith and will to carry forward the revolutionary ideology and Party building ideal of Juche with a firm conviction in them and in their pure form without the slightest deviation.
In looking back upon the history of political parties of the working class, there is no party other than ours that established bases for training its cadres by itself through a well-regulated system and structure, bases capable of training its hard core, from the centre down to the regional areas in a little over a year after its founding.
It was a truly correct and far-sighted measure to have laid the foundation for training Party cadres armed with our ideology and traditions and the mode of struggle of our own style in the difficult and complicated situation immediately after the country's liberation, when there was almost nothing to rely on, proceeding from the Juche-oriented standpoint that even though the problem of technical personnel could be solved by means of training them abroad, political activists who would serve as pillars of the Party and revolution of our country should be trained by our own efforts.
In its 80-year history since June 1, 1946, when its founding was declared with the great leader Comrade Kim Il Sung as the first principal and only 80 persons as students, the Central Cadres Training School has made a steady growth into a reliable cadres training base of the WPK both in name and reality. Today, too, it is adding lustre to its sacred original name without marring it in the slightest, the appellation for a political educational institution faithfully serving the Juche-oriented Party building cause and for a strategic fortress guaranteeing the existence and development of the Party.
As a matter of fact, our Central Cadres Training School is the only political school which has laid such a solid foundation for and given nourishment to the cause of building the working-class party, which has continued from one century to the next and from one generation to the next, while going through the arduous years of the revolution together with the Party since its birth.
In this sacred course, the school has gained great honour and reputation and also preserved them.
The many hard-core elements educated and trained here have played the role of the backbone in strengthening all levels of the Party, ranging from its grass-roots organizations to its central committee, organizationally and ideologically, and are performing the important duty of leading the development of the political, military, economic, cultural and all other spheres of state and social life.
The Central Cadres Training School, shouldering the responsible mission of guaranteeing the eternal future of the Party and the revolution, has made a tangible contribution to training Party cadres equipped with faithfulness and high practical qualifications and to enriching the treasure house of the theory of building a revolutionary party. This firm stronghold has made it possible for the WPK to chronicle its sacred chapters without any mistakes or twists even in the tempest of history and maintain its dignity still today with outstanding leadership abilities.
During its shining 80 years the school has left indelible imprints in the development of the Party and served as its powerful base for preserving the immutable revolutionary genes for the succession to its cause that will not deflect even in the coming 80, nay 800, years. This constitutes the outstanding position and matchless authority unique to the Central Cadres Training School of the WPK.
Comrades,
Building a prosperous and powerful state is inconceivable separated from the core and leading role of Party cadres and training Party cadres should be put above all other affairs. The aim of the founding of this school remains an absolute truth even today, 80 years later.
As everyone feels and experiences, the reality is changing very rapidly and our socialist construction is going through an era of transformation, which no one has ever witnessed.
Our Party is vigorously promoting crucial policies aimed at radically boosting the overall strength of the country and transforming its appearance; accordingly, the struggle to realize the people's ideals is expanding to an unprecedented scale.
That is why we can say that this is the time when the role of Party cadres is highlighted more than ever before.
But the point is that there are not many competent Party cadres capable of perfectly carrying out the Party's ideas and policies in the theatres of gigantic struggle for transformation that is going on more extensively and intensively as the days go by, the hard core capable of organizing their work in keeping with the changing reality and the high demands and standards of the developing times.
Comrade Kim Jong Un , after analyzing the current overall level and abilities of cadres, referred to the urgent need to decisively enhance the role of the cadres training schools of the Party, whose course is compulsory for all cadres to attend, and continued:
It can be said that this is an era when talented persons, not material resources like technical means or natural resources, are considered to be the No. 1 strategic resources of the state, and that the level of development of the socialist state depends entirely on the level of the cadres of its ruling party.
Training Party cadres has never been separated from the existence and development of our Party and state, but this has never been such a pressing and vital task as it is today, I think.
Of course, some who are loyal and talented can be found in reality, but the ranks of Party cadres needed for all the fronts and their boundaries of the revolution that is developing in depth can only be trained through the specialist education of Party officials.
If the Party is to be strong and the country is to develop, the "pedigree" institution for training hard-core cadres of the Party should be firm, and talents of our country must be produced by this institution.
Another reason why we attach top priority to Party school education is that, with the change of generations in the revolution, people of younger generations, who are short of tempering in Party life and differ in sensitiveness from their preceding generations, make up the main ranks of cadres.
Comrade Kim Jong Un referred to the prevailing situation, in which cadres of younger generations who have had no chance to undergo trying ordeals like war and postwar rehabilitation, are betraying bigger and bigger differences in the spiritual world and personal quality from those of their preceding generations.
Clarifying how to tide it over, he stressed:
This shows that the younger they are, the greater attention should be paid to training them in Party spirit and transforming them along revolutionary lines and that a higher level and target should be adopted in deciding the educational content and methods.
We have to prevent the awareness of the younger generations from receding from the ideals and faith of their revolutionary forerunners, and ensure that the whole society is filled with their ethos of indomitability and staunchness with which to fight resiliently against all odds and challenges. To this end, Party schools should play their role in a responsible manner as political institutions which are assigned to get rid of all alien things and inject only the pure revolutionary spirit.
Party schools should put their teaching levels and educational environment and climate onto a highest possible phase. In this way, they can produce genuine Party officials worthy of the name, who are ready to work heart and soul for supporting the Party's leadership, instead of simply turning out their graduates who pay lip service to the concepts and text of the five-point line of Party building in the new era.
In other words, they should hold fast to their original features and ethos as the Party's political schools despite the passage of time and the uninterrupted change of generations, and train Party cadres who are indispensable to the country, people who are prepared to devote themselves to the good of their fellow people, the source of their own life, while sharing ideology, intentions and ideals with the Party Central Committee.
Hoping that the teaching staff and students of the Central Cadres Training School of the WPK as well as all its graduates will be boundlessly loyal to the great mission assigned by the Party, state and people, and meet the requirements of our developing revolution, I would like to avail myself of this opportunity to emphasize some things.
What I want you to refresh your memory of on this occasion today is that the Central Cadres Training School is, in name and reality, a Kimilsungist-Kimjongilist school, a school of the Party Central Committee.
Even when everything else in the world may change, the original feature of the Workers' Party of Korea must remain as it is. Likewise, even when its educational environment and teaching and edification modes may change, the character and mission of the Party school must remain unchanged.
This may be what we have said time and again, and yet we should be mindful at all times of why we established our own Party school on the debris when parties in other countries in the same situation asked those countries that had accomplished their revolution earlier to train their own cadres.
Our Party, since it newly built the Central Cadres Training School at this sacred place, has been doing its utmost to provide the school with the highest level of working, learning and living conditions. This is, in the final analysis, aimed at training the elite who are thoroughly armed with the ideology of the WPK.
Our revolution has got a unitary character which should remain absolute and immutable for its steady succession and accomplishment.
That is the single guiding ideology, single leadership centre and single leadership system.
Only those who, cherishing unshakeable trust in their Party, have committed themselves to following it on the road of revolution against all odds, will not bend the knee or yield to power, nor will they tend to swim with the tide.
Whoever has graduated from the Central Cadres Training School must, above all else, be uncompromising when it comes to keeping revolutionary faith and principles.
The type of official our Party needs is one who regards its ideology and purpose as an absolute truth and never recognizes anything other than them, and who can carry out its policies unconditionally, come what may.
Graduates from Party schools, however many there may be and whatever character or qualifications they may have, should be one and the same in terms of the spirit and mettle with which to defend the validity of the Party's lines and policies.
The Central Cadres Training School produces 200 or so graduates a year. If they are all prepared to be pure-hearted and honest loyalists who are steadfast in ideology and faith, our Party's ranks of cadres will become a rock-solid buttress supporting the Party and the government, a powerful propellant for advancing the Korean revolution straight ahead while wiping away all manner of undesirable elements.
Over the past eight decades after emerging as a communist school, this school has put the main emphasis on tempering its students' loyalty to the Party. Just as in the past, it should design its curriculum as a course of mental training for helping the students cherish the Party Central Committee's intentions and will as an element of their faith, not merely as a course of imparting theories and knowledge to them; it should also organize the students' daily routine in ways that will facilitate the training of their ideology and willpower and cultivate their mental qualities, that is, improve their loyalty to the Party and foster the spirit of devotion to revolutionary tasks and ennobling personality. Such should be established as the Party school's peculiar climate.
The school should ensure that its students, while learning on the noble campus, seek an instinctive understanding of what the Party's aim is, what it is concerned about and how they should act to defend the authority of the Party Central Committee.
The fighters who pioneered our revolution cherished loyalty to the revolution as something like an inborn quality, even though they were denied access to regular education. Throwing themselves unhesitatingly into doing something that is most challenging, most urgent or most pressing--this was a source of infinite honour, glory and pride for them. Established as the mental mainstay of this country, this priceless tradition has influenced its successive generations.
Party schools ought to stand at the forefront of the effort to carry forward the ideological bloodline of our Party and the pure soul of the Juche revolution. So, they should naturally conduct revolutionary education and edification to raise the students' ideological spirit up to the level of our first-generation revolutionaries' mental world.
An important factor in qualifying the students as Party officials is to ensure that they get into the habit of acting in accordance with Party Rules and the regulations of Party life.
Only when all the members of society observe the laws of the state, will everything in the country go well. Likewise, if our officials make it part of their habit to act in strict accordance with Party Rules, success will be assured in all the aspects of work, like establishing the unified leadership system of the Party Central Committee and cultivating loyalty to the Party, the revolution and the people.
It is important to make an exacting demand on the students so that they act in strict accordance with Party Rules and the regulations of Party life, use all the opportunities and processes for tempering loyalty to the Party so effectively as to help them develop mentally and raise their political awareness, and put their daily routine on a highly regular basis as appropriate for the climate of the Party's political school.
Party schools should pay special attention to ensuring that the students acquire the moral qualities befitting the officials of the ruling Party.
If an ideology and ideal is to serve as the banner of great ennobling struggle for the country and the people, it must be combined with morality.
A man, who has intellectual faculties but lacks morality, weighs the importance in approaching any undertaking and seeks after appreciation or personal honour. Such a man instinctively shrinks back when he is faced with a moment in which he has to risk his life, and he is liable to mentally collapse if he thinks that he is left alone on a deserted island.
For a revolutionary, steadfast ideology and ennobling morality can be said to be twin pillars that support his faith and personality.
Party schools should regard the work of implanting moral consciousness in the minds of the students and refining their moral traits as a pedagogical process which is as important as ideological education, and put the main stress on training all of them into true human beings who are possessed of unstained revolutionary conscience and moral obligation.
They should thoroughly eliminate all kinds of immoral and undisciplined practices that our Party guards and resolutely fights against, and the wrong viewpoint of regarding the course of studying at a Party school as a springboard for career development.
What I expect most of the Central Cadres Training School is that everything, which the students see, hear and feel on this campus, would become the nourishment for enabling them to cherish the revolutionary ideology of the Party and the political faith as unshakable ones and the lessons for developing their Party awareness and communist traits to be never forgotten throughout their life.
Simply by reading Comrade Kim Il Sung 's autograph inscribed on the monument at the Central Cadres Training School of the WPK, the students would realize by themselves what they should learn first and what kind of persons they should become.
The word people, running through his precious instructions, describes in an intensive way what kind of person is an official necessary for the Party and the state.
With the passage of time, changes have taken place in the people's thinking and the mode of their activities, but the essence of our people, who entrust their destiny wholly to the Party and follow it, remains utterly unchanged and will never change in the future, too.
The mindset of the people is always on the side of the Party.
Some officials are obsessed with the material and economic factors rather than the ideological factor in Party work, claiming that the people of these days differ from those in the past era. Needless to say, it is an expression of ignorance of what faith and spirit defends and supports this country, or it is what the loafers, who have never properly embodied the Party's people-centred philosophy, say.
The appellation our great people is by no means a legacy of the past.
Countless are the citizens who have worked with devotion and still do so in different parts of the country for the Party and the state without expecting any remuneration or reward. Enshrined in their minds are pure and warm patriotism and loyalty which can never be compared with the value of any orders and medals.
Comrade Kim Jong Un said that in recent years the Party is putting forward the Party-founding generation, stressing the need to inherit its original ideals and spirit. This is because anti-people practices such as abuse of power, bureaucratism and accumulation of wealth by illicit means, which could not be found in the days of Party founding, have been revealed in the Party, he said, and continued:
People see and discern everything correctly.
To the officials who work sincerely for the sake of the Party and the state and who value the people as they would do their own parents, wives and children, the people not only open their heart but also guide them how to solve problems and teach them how to be resourceful, courageous and plucky.
The knack of gaining such an enormous asset is for the officials to prepare themselves into genuine Party officials equipped with Party spirit and people-oriented character.
The Central Cadres Training School should attach primary attention to educating and edifying its students with the aim of equipping them with our Party's outlook on the people, as well as tempering their Party spirit. In this way, it can help all of them acquire the spirit and trait of serving the people with faith and sincerity.
It would be a good idea to teach them with vivid examples how the first generation, who started the revolution following the great leader Comrade Kim Il Sung , fought believing only in the truth that they would emerge victorious in the revolution if they pooled the strength of the people and how painstakingly they strove to win over even a single person to the side of the revolution.
The school should give them an in-depth understanding of the Party's method of work with the masses so that they always mingle with the people and possess the ability of educating and moving them with skilful work method and style even in the face of unfamiliar situations.
It is important for this school to bring its education close to practical Party work and to give education that is closely combined with real situation. This is why it should proactively find out the experience and methods accumulated in the work with the people, the work with the masses, and apply them in its teaching.
Among the students, some, who made distinguished achievements by working well with the masses while staying on the job, can take the platform of a symposium or public presentation. This will be truthful and effective, I think.
The students in the six-month refresher course will complete their course soon. You and all others who will graduate from this school, mindful of the fact that you are sons and daughters of the working people and faithful servants and vanguard fighters of the people trained by our Party, should always make efforts to improve and train yourselves to become officials enjoying the people's affection and trust.
The present era demands Party officials who are possessed of specialist qualifications--who are capable of thinking and working with a fresh enterprising work style and innovative insight.
If he is a cadre of our Party, he should be an able political activist capable of grasping the actual conditions of his sector and unit promptly and correctly in the light of Party policy, presenting scientific methods with his clear-cut view, freely communicating with experts and other talented persons and rousing the organization and the masses to action, that is, a hands-on official capable of producing substantial results through persevering efforts.
Party schools should make every possible effort to help their students acquire in a historical and systematic way the immutable guidelines and programmes put forth in the whole course of the founding of our Party and its development, teach them the fundamental principles and methodology necessary for learning and applying more knowledge more quickly, and train them to be the Party building specialists, versatile persons, who have mastered the guidelines and detailed regulations of Party work and methods of presiding over various meetings so as to be proficient in practical Party work.
Party official should be an eloquent speaker and a competent writer capable of awakening the masses and arousing them to the implementation of Party policy.
Party schools should intensify education in composition, get the students to analyze and evaluate others' writings and regularly organize various presentations during lectures, discussions and daily routine, in order to improve their oratory and writing abilities, which are essential qualifications of Party officials, in the course of that.
Party schools are educational administration organs training Party cadres and, at the same time, important bases for studying the ideas and theories of Party building.
The Central Cadres Training School of the WPK and other Party schools at all levels should steadily intensify the study of the Party's ideas and theories for academically formulating and systematizing the ideas and theories put forward by the Party Central Committee and for demonstrating the validity of Party policies that are constantly developed and enriched.
They should make an in-depth study of the new Party building ideas, including the five-point Party-building line in the new era, and the pressing theoretical and practical problems in strengthening the whole Party, and also work out methodologies, plans and good ideas for Party work geared to solving the problems arising in reality.
They should create a model of advanced education so as to strongly promote the educational revolution in the new era.
Although society is developing rapidly and the scope of transformation is being expanded at present, Party schools still fail to overcome the old practice of cramming out-of-date knowledge into the students by systematizing it.
A day's stagnation at present results in a vast gap which would be difficult to address even if you make efforts for one hundred days, nay, a thousand days.
The reality in which a new stage of struggle for transformation is being waged is just the course of developing and enriching Party policy.
Party schools should regard it as their lifeline to put the teaching content on a Party-policy footing, sensitively reflect new Party's policies in the teaching of all subjects and constantly update the teaching content so that the students would correctly sense the development trend of the times.
They should also set examples in searching for and introducing advanced teaching methods and applying various information technologies to the education practice.
The guidance bureau for Party cadres training institutions under the Central Cadres Training School of the WPK should cooperate with educational units in all fields to share advanced teaching styles and methods and should ensure the sufficient and timely provision of teaching resources needed for the qualitative change in education at Party schools in provinces, cities and counties.
As it is the world's best political school, the Central Cadres Training School should keep updating the items and indexes which can be standards for the whole country also in educational administration.
As I have repeatedly stressed, Party officials should change first in order to make the country change and education at Party schools should change to that end and, before that, it is necessary to raise the ideological consciousness of the teaching staff of Party schools and improve their qualifications and abilities.
Comrade educators of the Central Cadres Training School and other Party schools at all levels who are making strenuous efforts at the honourable post for training our Party cadres,
Just as fruits are good when they are invariably tended by putting the whole mind, conscience and efforts, so will the results of education be.
Your platform and educational authority will change in height, if you possess good qualifications and personality, fully conscious of the reason why you are standing on this platform and the attitude with which to preserve your educational authority.
Mindful of the fact that the teachers of Party schools are ideological advocates and political activists of our Party before educators, you should constantly raise your Party spirit and political awareness, educate and inspire students with profound knowledge, outstanding teaching abilities, high academic authority and noble moral traits so that students can keep all their life the precious memories of the days when they learned and grew at Party schools.
I believe that you will channel all your energy and passion into the sacred cause of consolidating the strategic fortress for building the bright future of the WPK into an impregnable one.
Students who should shoulder the future of our Party and revolution,
You are studying and growing to your heart's content at the most prestigious university of the DPRK, the world-class political school at the time when each hour and each day are so invaluable.
Without forgetting even for a moment the expectations of the Party and the people, you should always be positive learners and active searchers to steadily improve your practical abilities and should read avidly so that you can be proud of having read really a lot of books in your school days.
Reliable pillars who are excellent in all aspects and capable of taking charge of any front and domain should be trained in large numbers just at this school.

We now stand here together with one mind and will and with a firm determination. This place will serve as another significant starting point for developing our Party and revolution.
The determination you are renewing at this moment and the efforts you will make will bring brilliant results to the Party and the country in the future.
Linking the honourable moment of today to the future, let us open up more courageously the broad avenue for Party building in the new era.
